An estimated 11.7 million Americans (aged 16 and over) were victims of identity theft, according to the results of a recently released 2008 U.S. Justice Department study.

Census workers are already in the field verifying household addresses. The next phase, starting March 1, 2010, will consist of forms being mailed to up to 130 million households.
